IV、Implementation

　　According to the detailed work plan developed for part I of the project, the project will prepare preliminary specifications and procurement documents for the purchase of FCBs and hydrogen fueling system for Beijing and Shanghai. The project will then send study teams to review these documents with potential FCB system suppliers, proponents of other FCB projects and other relevant experts. At this point in time, the project team expects it will issue separate requests for proposals for Beijing and Shanghai in the fall of 2003. Bids from different combinations of fuel cell engine, bus chassis/body manufacturers and fuelling system vendors will be sought and encouraged. The project prefers that a single supplier will contract for the whole system (buses plus fueling system) with appropriate sub-contracting arrangements.

　　Different suppliers will be selected for Beijing and for Shanghai, if possible.

　　The private sector suppliers apart from delivering the purchased vehicles is expected to provide advice on the setting up of the trial system, and to provide advice and guidance on how to analyze the data collected.

　　MOST will head an Advisory Committee that will provide overall advice and guidance to the project at the national level. The Advisory Committee will consist of representatives from the Ministry of Science and Technology, the State Development and Reform Commission, the Ministry of Commerce, the Ministry of Finance, the State Environmental Protection Agency, the Ministry of Public Security, the Ministry of Construction and UNDP. A National Project Director (NPD) will lead the project and will seek advice from outside experts, as needed. A National Project Coordinator will assist the NPD to coordinate the project activities between the respective project teams in Beijing and Shanghai.

　　A Project Team Manager will lead the efforts in Beijing and Shanghai, and a local project Oversight Committee has been formed in each of the two host municipalities. Each local committee will be headed by a Vice Mayor of the municipality and will include representatives from the following municipal-level organizations: the Science and Technology Commission, the Economic and Trade Commission, the Development Planning Commission, and the Public Transportation Company.
