A consulting meeting of GEF/UNDP vehicle certification of FCB project was held at Zhangjiagang Hotel, Beijing by MOST and PMO on January 21, 2005. Attendees included the State Development and Reform Commission, Ministry of Commerce, Ministry of Construction, Certification and Accreditation Administration of China, China Quality Certification Center (CQC), China Customs General Administration (CCGA), Ministry of Public Security, CICETE, Beijing Public Transportation Company, Beijing Municipal Science & Technology Commission, and PMO. The main proposal of the meeting was to discuss procedures, technological standards, policy & regulations, vehicle certificate and the entering to customs of the FCB project. Director Chen Jiachang from MOST chaired the meeting.

Professor Lun Jingguang from PMO presented a brief introduction about FCB project implementation, and reported the important points and difficulties of the project in next work stage. Meanwhile he introduced the particular work plan (protocol) of the vehicle certificate of FCB project in 2005.

After listening the general introduction by PMO, the attendees showed their support to this project, and gave lots of helpful suggestions and advices about the project. Through the consulting, the documents and the requires which were needed by the vehicle certificate were deeply defined, such as FCB pass custom, duty free application, certification and license plate approval, etc. The representative from the Administration of Quality, Supervision and Inspection introduced that the import clearance of the FCB vehicle needed the certificate of the certificating institution, and the necessary inspections. Regarding the vehicle identification plate, the commissary from the Ministry of Public Security advised that it should be executed based on the relevant national and international standards, such as pressured tank, CNG vehicles, hydrogen stationary station etc, and according to national 7528 standard vehicle identification plate should be transacted at the local traffic management office by the users themselves. The meeting established a basic for the next work stage of vehicle certificate.
