Summary of Points and Follow-up Actions on Discussion with the GEF/UNDP Regional Coordinator

      Madam Nandita Mongia, the Regional Team Leader and Regional Coordinator for Climate Change, UNDP/GEF office in the Asia and the Pacific, visited National Project Management Office on 29 March 2005. A communication was held to discuss the follow-up actions of FCB demonstration project among Mr. Chen Jiachang (Deputy NPD), Ms. Nandita Mongia (Regional Coordinator Energy and Climate Change, UNDP/GEF Regional Coordination Unit for Asia and the Pacific), Mr. Miao Hongjun (Programme Manager, UNDP, China), and the representatives from PMO, CICETE and Sinohytec Ltd.

      In this meeting, the PMO firstly briefed about the progress of the project and the evaluation results of the Part I. Depending on the project Part I implementation, Ms Nandita advised the process and the timeline regarding the preparation of the project brief for the review and approval by the GEF Council as well as the time and actions required to turn the brief into UNDP/GEF project document. For meeting this objective, PMO needs to prepare a list for the reports produced by the project about the background research that would be useful for preparation of the project brief. The RC also presented the requirements for the content and log-frame of the project brief.

      During the communication, it was mentioned that UNDP will provide the format of all the documentations. Additionally, the TOR for preparation of the project brief will be further reviewed by the PMO and UNDP taking into consideration of writing the project document when the brief is approval by the GEF Council.

      As a result of the meeting, a roadmap for Part II of the FCB project was agreed with the RC and PMO. The main points described in the roadmap include: start working on the first draft by the international expert in May; endorse the draft by MOST, UNDP Beijing and UNDP/GEF RCU for submission to the GEF Secretariat in August; review by the GEF Secretariat in September; review and answer the comments of the GEF Council by MOST and UNDP, then prepare the UNDP project documents etc in December after the project approval; submit the project documents to RCU in February 2006.
