In general, the policy study tour is very successful and fruitful. During the tour, delegation understood that:
1. Fuel cell buses are now in real operation in 9 European cities with H2 refilling facilities on site even though the technology of fuel cell is still immature and the purchasing and operating cost still remain very high. Fuel cell technology will be a future trend with high energy transforming rate (over 40%) and quiet performance and zero emission.
2. Hydrogen production and refilling on site is safe with current technology, but special care should be taken and further research work has to be done in China especially on the standards concerning the hydrogen production and refilling facilities. The sources to make hydrogen should be green in order not to rely on fossil fuel. That means solar power, wind power, hydropower and biotechnology are highly preferred in hydrogen production to ensure the sustainable development and economy and environment.
3. The electric vehicle is best promoted widely in France, and there are ten thousands of electric vehicles operating in France. The electric vehicle equipped with improved battery and electron control system and hybrid vehicle are widely used in France. The French cities like Bordeaux and La Rochelle use electric bus in city area, electric vans for mail and goods delivery in down town area, electric trucks for waste collection in center part of the city. For middle and small cities, trolley recharge-on-ground is economic and environmental friendly and can be an option. However, the battery is a key issue to expand the EV applications. The EV' success in France results from Franch central and local governments attaching great importance and support to it. There are lots of subsidy and support and favorable policies there. Their EV development strategies are for government to provide a forum for enterprises to involve in the projects after polices developed.
4. To promote the use of fuel cell buses and other kinds of clean vehicles, strong support from
government is very essential in policy and funding.
5. In order to make fuel cell technology successful in China, international cooperation should be enhanced and an international cooperation mechanism have to be established to follow up the latest achievement worldwide in the research and implementation of the fuel cell technology. Enhancement of the international cooperation in technology and research to introduce the most advanced technology to China is also essential.
6. In the tour, the delegation exchanged information with their counter parts. All sides expressed the hope to enhance the information and technology exchange and the cooperation on FCB technology, especially the cooperation between GEF/UNDP China FCB project and CUTE project. Now, MoST and PMO have an on-going discussion with the Europe Commission.
