GEF-UNDP FCB Project Review Meeting in London

   The first review meeting of GEF-UNDP FCB demonstrating project was held at London Holiday Inn on June 16, 2004. Delegates from UNDP headquarter, Ms. Cynthia Page and Mr. Eric Larson, delegate of Mexico, Mr. Sarah Rios-Dordelly, delegate of Brazil, Mr. Marcio Schettino, and delegate of China, Professor Lun Jingguang took part. Ms. Page chaired the meeting. All the delegates from the three countries presented their progresses of the projects.

  The total budget of 12 million US dollars for the Brazilian project had been approved by GEF-UNDP fully in the year of 2000. In 2002, the project was approved by the Brazilian Government to start solicitation activity. The vendors included Ballard、UTC、Simens, NOVERA etc. Due to the abundant and cheap waterpower in Brazil, the use of hydrogen produced by water electrolyses is possible. A FCB partnership in Brazil is planned to be formed in this coming July, and the first FC bus is expected to be demonstrated in September 2005. Three universities, in which the university of St. Paul played a major role, were involved during the preparation stage.

  The Chinese FCB demonstrating project was formally initiated on March 27, 2003. After one year, the main provider of FCB has been selected as DC Corporation. The project owner of the hydrogen fueling station was also selected as the SinoHytec, Limited. The Beijing hydrogen project has been supported by high-level government administration, which could speed up the permitting process of the project license.

  The Mexico project was still in the initiat stage.

  Ms. Page pointed out that as a whole program, the commercialization demonstrations of FCB projects have been approved by GEF-UNDP. However, there existed three different situations for different countries:① The total budget of 12 million US dollars for the Brazilian project has been approved in full. The problem now is only implementation. ② For Mexico and China, Part one of the projects has been approved, while Part two, with the other half budget, is yet to be approved. ③ The projects of India and Egypt are to be approved. At the end, Ms. Page and Mr. Larson led the discussion into the data collection system problem.
