Consulting Meeting for Beijing Fueling Station

  A consulting meeting of experts and governmental offices for Beijing fueling station was held at Zhangjiagang Hotel, Beijing on July 22, 2004. Attendees included representatives from MOST, General Administration of Quality Supervision, Inspection and Quarantine, Ministry of Construction, Ministry of Public Security, Standardization Administration of the PRC, CATRC, Tsinghua University, SinoHytec, Beijing Public Transportation Corporation, BP, SINOPEC Engineering Incorporation, Aerospace 101 Institute and National PMO. Professor Yi Baolian, member of China Engineering Academy, chaired the meeting. The main purpose of the meeting was to acquire suggestions and comments from the relevant experts and the government officials with regards to the Beijing fueling station construction.

  Director Chen Jiachang from MOST welcomed all the attendees, and then Professor Ouyang presented a brief description to the project, especially on the project background, status of the art of the FCB demonstration as well as the future of the hydrogen vehicles. As the project owner, the general manager of SinoHytec Limited gave a presentation about the project plan, governmental approval process and national/international related codes/standards. He pointed out that time schedule was at great risk due to the very tight time requirement and a lot of other constraints.

  Most government officials expressed positive supports to the project. Although there is no worldwide-accepted hydrogen fueling station-building codes for vehicles available at present, USA, EU and Japan do have their own guidance and construction procedures. It is specially pointed out that the Chinese design code for hydrogen and oxygen station GB50177-93 may be useful. Several experts suggested that the project owner should pay more attention to the project preparation work, e.g. sorting out the relevant codes and standards, verifying the foreign codes with the domestic ones etc. One representative pointed out that China already has mature CNG codes, which may cover the hydrogen vessel as one of the high-pressure vessels.
