On November 17, 2003, Mr. Xu Jing-national project director & Deputy Director General of the High-tech Development & Industrialization Department of MOST, and Lun Jingguang- National Project Coordinator, visited UNDP Headquarters in New York. Mr. Richard Hosier, Mr. Volker Welter, Mr. Erie Larson, Ms.Cynthia Page, Mr. Kari Blindheim and Ms. Faris Khader gave the delegation a warm reception. The report on the Meeting with UNDP officers is as following.
After introducing each participant, Mr. Xu Jing gave a presentation on the project progress and project
current situation. His presentation was divided into four parts:
Background--Current Chinese environmental challenges and oil security issues are consistent with the GEF/UNDP FCB project plan of the past several years, and the project is still greatly supported by the Chinese Government.
Progress--Project inception workshop was held on March 27, 2003
■ National, Beijing and Shanghai Project Management Offices were established and are running well
■ Chief Technical Advisor and Procurement Expert as well as domestic related advisors and experts appointed
■ Preliminary specification of CFCB was released in August to potential suppliers, related experts and organizations
■ Study Tours were conducted of Canada, Japan, Germany and USA.
■ 3 Newsletters issues were published
■ Semi-Annual Report was submitted on Nov. 10, 2003
■ Daily media & public communication are ongoing
Major difficulties faced and Solutions &Proposals
Mr. Hosier introduced the strategy of GEF FCB project and gave an overview of FCB projects supported by GEF. He explained the status of the GEF/UNDP Fuel Cell programs in China, Brazil and Mexico, and proposed some recommendations based on the Brazil experience. Meanwhile, Mr. Volker Welter, UNDP procurement expert, provided some procurement advice and recommendations.
Finally, Mr. Xu Jing expressed that the China FCB project will do their best to make the project successful.
