Preliminary Specification of Hydrogen Fueling Stations

 1.Background

  According to the project document requirements of "Demonstration For Fuel Cell Bus Commercialization in China", Beijing and Shanghai will obtain two hydrogen fueling stations to fill the 12 fuel cell buses (6 buses respectively in Beijing and Shanghai) to operate a combined total of 1.6 million km in about four years. It should be indicated that each hydrogen fueling station's capacity is able to fill 10 fuel cell buses.

  Beijing Public Transportation Corp.and Shanghai Bus Trolley Corp. are project management companies.

  2.Input and Output of the Stations

  2.1 Input of the Stations

  The quality of the compressed hydrogen as input of the hydrogen fueling stations should be approved by the supplier of fuel cell buses. The hydrogen supply quantity of each station as input of the stations is not less than 300 kg per day, and the pressure of the compressed hydrogen as input of the stations is 1-15MPa.

  The third party can sign supply contract with project management company in the form of submitting a tender independently to supply hydrogen, or can submit a tender together with the constructor of the hydrogen fueling station, and the constructor is committed to supply hydrogen.

  2.2 Output of the Stations

  The requirements of the station output are described as following:

  1.Two piece of gas filling device should be installed in the compressed hydrogen gas dispenser in each station, whose working pressures respectively are 25MPa and 35MPa. There is explicit mark on the head of filling device, which cannot be exchanged.

  2.The lasting time to fill a fuel cell bus is not over 10 minutes (or the average filling rate of the dispenser is not less than 50/min). The time interval of filling two buses is 5 minutes. The hydrogen filling capacity of each station is not less than 300 kg per day.

  3.The compressed hydrogen gas dispenser should have good ground-connection facilities, the fueling interface specification of the dispenser should meet the fuel cell buses supplier's requirements ( It may be referred to California Fuel Cell Partnership: Fueling Interface Specification or other related international codes and standards).

  4.The quality of the hydrogen at the dispenser should be the same as that of the input of the station, and it should be approved by the supplier of fuel cell buses.

  3.Station Environment Condition

  3.1 Temperature range -20-42℃ ( Beijing and Shanghai)

  3.2 Altitude less than 100 m ( Beijing and Shanghai)

  3.3 Maximum humidity 98.5%, Minimum humidity 3~5%(Beijing area)

  4.Other Requirements

  1.The list of the whole equipments of each station, the codes and standards (including the related security codes and standards) adopted should be provided and stated in detail by the station constructor. The design settlement of the station should be also provided. The design and the equipments of the station should meet Chinese related codes and standards, and the related foreign or international codes and standards may be referred to.

  2.The hydrogen fueling station should have a complete set of automatic monitoring systems, in order to realize the control of the operation of the equipments, safety diagnosis, emergent stop and pressure release under unexpected malfunction , and alarm for gas leakage, urgent handle, etc.

  3.All kinds of parameters of emissions from the hydrogen fueling station should strictly conform to the national environmental protection standards and local environmental protection standards of Beijing or Shanghai.

  Attachment 1 Hydrogen source available in Beijing

  There is a hydrogen generation system of hydro-electrolysis available in Beijing with the capacity of 6000/day,and the purity of hydrogen is 99.999% provided by this system. There is also a set of equipment to compress the hydrogen to 15MPa with the capacity of 5760/day, there is another set of equipment to compress the hydrogen to 40MPa with the capacity of 720/day, and there are 19 tanks to storage 15MPa compressed hydrogen in this system.

  Attachment 2 Hydrogen source available in Shanghai

  Shanghai has plentiful hydrogen sources available in the local chemical and metallurgical industries and intends to use them for developing fuel cell vehicles. The current capacity of supplying high purity hydrogen (>99.99%) is >4,000/h. There are also facilities for compressing and filling hydrogen to trailer with the capacity of 600/h@15MPa.
