According to the project plan of 2003, the first FCB policy tour was on Nov. 30, 2003. The delegation mainly came from Ministry of Science & Technology, National Development and Reform Commission，Ministry of Finance, Ministry of Public Security, and China Automotive Technology & Research Center.

　　The delegation visited DAIMLERCHRYSLER, EvoBus, Hamburg Clean urban transport for Europe (CUTE) project demonstration site, Federal Ministry of transport, housing and building of Germany, Paris Public Transportation Corp. Electric vehicle manufacturers in France (Renault and PSA Peugeot Citroen) and their EV demonstration sites. The objectives of policy tour were to understand clean vehicle policy, planning and support measures in Europe to build on this experience for successful implementation of the China FCB project.
