Annual Project Review Meeting Held

  On 29 June 2004, the GEF/UNDP/MOST cooperation project held an annual project review meeting in Shanghai Yanan Hotel to evaluate the status of the project and the follow-up project plan. Delegates from MOST, UNDP, CICETE, National PMO, Beijing PMO, Shanghai PMO, Shanghai Bus Company and Tongji University attended the meeting. The CTA was also present. The main topics were to review the status of the project and to plan the next working step. The original project document was signed in November 2002 and the inception workshop was held in March 2003. This is the first annual project review meeting after the signing of the contract to procure three FCB from DC in May 2004.

  On behalf of the PMO, Mr. Cheng Jiachang, briefly introduced the achievements and challenges for the entire project. As an outcome of the first bid, only 3 FCBs was made available for Beijing due to limitations in technology and funds. Hopefully, the FCBs in Phase II Project could possess the new generation of hybrid power technology. The CTA Mr. Wallace emphasized that Phase II should be an improvement of Phase I with some flexibility in terms of targets and procurement. He also stretched that hard efforts be made for the construction of refueling station.

  The meeting proposed that the original targets be adjusted in line with the reality of the global FCB market. The following common understanding were achieved:

  ● All the participants satisfied the progress of phase I in last year.
  ● Phase II Project will focus on Shanghai, and provide the new generation of FCBs, which should be cheaper, more reliable and cost-effective.
  ● The proposal for Phase II should be ready for GEF review by the end of 2004. UNDP will approach UNDP/GEF to seek advice on timing, documentation and procedures for the application for Phase II funding.
  ● The Program should be forward looking to summarize the lessons learned and to provide best practices for the Phase II project as well as other similar projects.
  ● Close cooperation and extra efforts from all parties were needed for more efficient communication and progress monitoring of the project implementation as well as the preparation of the implementation plans.
