The 2nd Coordinating Committee Meeting Facilitating the Project

  On July 27, 2004 the 2nd coordinating committee meeting was held at Beijing Zhangjiagang Hotel to facilitate the Beijing FCB demonstration project. All members of the Coordinating Committee and some experts including Mr. Chen Jiachang of MOST, Mr. Miao Hongjun of UNDP, Mr. Lun Jingguang of PMO, Ms. Shen Xiang and Mr. Tang Miao of Beijing PMO, Prof. Ouyang Minggao of Sinohytec, Mr. Walter Rau and Dr. Manfrd Schuckert of DC, and Dr. Michael Jones of BP took part in the meeting. The meeting was chaired by Prof. Lun Jingguang. First the committee went through and signed the minutes of first coordinating meeting. Two presentations about the hydrogen fueling station plan and schedule were presented by Sinohytec and BP respectively. Then the following items were discussed in the meeting:

  1. Time schedule. All committee members fully agreed that the time for the hydrogen fueling station is very tight.

  2. Beijing Hydrogen Fueling Station Agreement. An agreement between Tongfang, Sinohytec and BP was proposed to be signed as early as possible.

  3. Framework Agreement. BP provided a draft of the framework agreement. It was proposed that the framework agreement be circulated by the PMO amongst the project partners for comments. Each partner would comment on the agreement and determine whether they needed to be party to the agreement.

  4. Statement of Requirement (SOR). BP’s SOR had been circulated to SinoHytec and Tongfang. BP requested sign-off of the SOR. It was agreed that SinoHytec, Tongfang, Beijng Public Transport Corp. and DaimlerChrysler would send their comments on the draft SOR to BP within a week. Once these comments were included by BP in the SOR, Sinohytec, Tongfang, Beijing Public Transport Corp. and DaimlerChrysler would sign-off on BP’s SOR.

  To save time, the preparation of the framework agreement and SOR can be done in parallel. In addition, it is agreed that two working groups will hold separate meetings in the coming two months to discuss their own issues. A date of another convening meeting will be determined by PMO after the two working groups have their own sessions.
