The 3rd Co-ordination Meeting (Beijing project) was Convened on Dec 7, 2004.Attendees included representatives from BP,D.C, Beijing Public Transportation Company, Beijing Scientific Committee, Tsinghua University, GEF/UNDP FCB Project Office, Beijing Sinohytec, Tongfang. Agenda of the meeting:

Beijing Sinohytec introduced the tasks performed and problems encountered in the previous period and his schedule for the next period as below.
1) Sinohytec will make effort to obtain the land usage right by the end of December 2004.
2) Sinohytec expects to obtain the necessary government permits and approvals by the end of April 2005.
3) Sinohytec is scheduled to finish the phase I hydrogen refueling station construction by the end of July 2005 so as to inject hydrogen for trial fleet.
4) Sinohytec looks forward to finishing the station commissioning and putting into operation by the end of August 2005.
BP introduced his latest progress on the project, mainly including the project phasing as below.
1) Trucked in H2 gas supply: July 2005 is achievable.
2) Electrolyser
– BP will adopt local (718 Institute) electrolyser to follow after trucked-in system start-up. End 2005 is realistic
3) Steam Methane Reformer
– Technology for 50-150 Nm3/hr range still being perfected in order to achieve reliability, lower operating cost and extended run times
– Based on discussions with suppliers on technology maturity timelines BP has proposed 2nd half 2006. Also base-load (H2 demand of sufficient number of buses) is required
D.C introduced his latest progress on the project and expressed his concern about the following things.
1) EVO Bus subscription production order has been made on Sep. 10th, 2004-12-7.
2) Pre-acceptance test on bus in Beijing by CICETE on June 20th, 2005.
3) D.C is waiting for the feedback about the Chinese letters outside bus before Feb. 5th, 2005.
4) D.C very concerns about the permitting procedures and availability of license for trail FCBs.
5) D.C is satisfied with the current conceptual demonstration line which is designed by Beijing Public Transportation Company. However, D.C agrees to take further discussion with related partners.
6) D.C hopes that there is a definite responsibility role for hydrogen refueling station. BP is conformed to act as this role.
Discussion and comments
1) BP, Tongfang and Sinohytec nearly reach tri-party agreement together, and they will sign it in a couple of weeks.
2) BP has brought the hardcopies of related codes and standards and will give them to his partners soon.
3) D.C expects to make test refueling for about 2-3 months before demonstration.
