A consulting meeting of GEF/UNDP vehicle qualification of FCB project was held at Zhangjiagang Hotel, Beijing by MOST and PMO on January 21, 2005. Attendees include the State Development and Reform Commission, Ministry of Commerce, Ministry of Construction, NCSC, QCC, CIQ Head Office, Ministry of Public Security, CATARC, CICETE, Beijing Scientific Committee, Beijing Public Corporation and PMO. The main proposes of the meeting was to consult the technological standards, policy & regulations, vehicle certificate and the entering to customs of the FCB project. Director Chen Jiachang from MOST chaired the meeting.

       Professor Lun Jingguang from POM presented a brief introduction about the development status of FCB project, and reported the import points and difficulties of in next work stage of the project. Meanwhile he discussed the particular work plan (protocol) of the vehicle certificate of FCB project in 2005.

       After listening the general introduction by POM, the attendees showed their support to this project, and gave lots of helpful suggestions and advices about the project. Through the consulting, the documents and the requires which were needed by the vehicle certificate was deeply defined, such as automatic vehicle license, duty free application, vehicle special releasing, vehicle identification plate, etc. During the introduction, the commissary of the Ministry of commerce and CIQ head office advised that the automatic vehicle license the and duty free application would need 10 working days, and the period of validity was half a year. The commissary from the Administration of Quality, Supervision, and Inspection introduced that the import clearance of the FCB vehicle needed the certificate of the certificating institution, and also the necessary inspections. Regarding the vehicle identification plate, the commissary from the Ministry of Public Security advised that it should be executed based on the national 7528 standard, the vehicle identification plate should be transacted at the local traffic management office by the users themselves. Furthermore, the attendees emphasized that it should provide corresponding Chinese commentary to the relevant governmental department. The successful meeting established a basic for the next work stage of vehicle certificate.
